Until now, blame culture - the main outcome of low level disruption - has been seen as the only way of managing education.
It hasn't worked.
You may have seen recent news articles describing just how much it hasn't worked.
The first step toward genuine improvement must be to stop blame culture, and, instead, encourage people into a more productive discussion:

For decades the finger of blame for poor behaviour in classrooms has pointed in every direction.
This has been due to a lack of credible information describing where that poor behaviour begins.
Not only does that credible information now exist it reveals the reasons why a co-operative - rather than competitive - response is the only way to reverse poor behaviour in classrooms.
Your email is intended to be the first step toward achieving the co-operative mindset required, by avoiding blame culture.
To check the school's email address, click on the school website address (in blue) to visit the website. You can usually find their email address under 'Contact Us'. Writing 'FAO Headteacher' in the Subject Line should be sufficient to direct your email correctly.
